SSB Awareness Series: Time to restructure BCCI

In order to address the increasing issues of scams associated with cricket, the supreme court appointed Lodha committee has come up with reforms in the structure and functioning of BCCI. These reforms try to highlight the fact that BCCI is a public organization and should be brought under the purview of Right to Information (RTI) Act.

The three member panel led by Justice R. M. Lodha was appointed by the Supreme Court last year in order to make recommendations about the restructuring of the Board due to the fact that there was an upsurge in the series of scandals. There are many reforms suggested by the committee. Among them, the most sensational being the proposal to legalize betting for everyone except for players and officials. They think that people should be allowed to bet using registered sites which will help in curbing corruption. It has suggested bringing the board under RTI in order to ensure transparency in its functioning.

Also. The board members should not hold office for more than three terms thus suggesting an upper limit on the age and tenure of the BCCI officials. It proposed that the everyday activities of BCCI should be run by a ceo. In order to allow greater participation of the players in the functioning of BCCI, it suggested that there should be a separate players’ association which will consist of all the best cricket players. This will provide the input directly from the players which will help in improvement of the game altogether. It suggested that the BCCI and IPL should be separate entities and there should be a separate governing council of ipl which will make all the decisions related to ipl. This gained importance because of the increasing cases of scams and scandals associated with ipl in the past few years.

The governing council will make all the decisions related to financial matters and will be answerable to the general body of the BCCI. It also suggested the institution of the Ethics Officer which will help to resolve the issues related to conflict of interest. Besides this, recommendations were made to allow electoral officer to conduct the board elections. The acceptance and implementation of these reforms is in the hands of the Supreme Court once these have been submitted by the Lodhi bench.


I think many of these reforms if implemented will help in cleaning up the BCCI and will bring more transparency in the board. The presence of players in the decision making process will help in the betterment of cricket as a sports itself, which is always given the back spot in importance. Removing the ministers and government officials will help in allowing people having genuine interest in the game to take their place. The proposals are complete and all-encompassing in their own way and have not left any area of the cricket untouched. The committee has not just suggested ways to keep the functioning of BCCI under check, but also looked at the prospect of improving the sports on a larger scale.
