SSB Awareness series: Beti Bachao, Beti padhao - Part 1

The Women sex ration going down in India has been of great concern. It has been noted that the women sex ratio has gone down from 945 in 1991 to 927 in 2001 to 918 in 2011 per 1000 males. This has shown that our society is patriarchal in nature is majorly aims at having male child rather than female counterparts. 

This ultimately has led down the sex ratio and not only this but the respect for women has also gone down in the society.  The child sex ratio shows the discrimination against the women not only before birth but after birth as well.  The major loss in child sex ration has been due to the diagnostic tools available in the market for detection of female fetus.

In order to curb this government has announced the Beti bachao, Beti padhao scheme. The scheme has been launched in the year 2014 and focused on multi sectorial action in 100 selected districts low in CSR, covering all states and UTs. This is a joint initiative of Ministry of Women and Child Development, Ministry of Health and Family Welfare and Ministry of Human Resource development. The overall goal of the scheme is to celebrate the girl child and enable her education.

For this scheme the government has done a budgetary allocation of Rs 100 Crore and has been put under the budget announcement for Beti bachao, Beti Padhao campaign and 100 Crore will be mobilized from the Plan Outlay of the Planned Outlay and Planned scheme ‘Care and protection of Girl Child – A multi sectorial Action Plan’ for the 12^th five year plan. Additionally resources can be mobilized through corporate Social responsibility at national and State levels. The estimated cost of the Scheme is Rs. 200 crore, 115 crore is proposed to be released during the current year i.e.           2014-15 for six months and45 crore and 40 crore will be released during 2015-16 and 2016-17 respectively.

Districts identified:

First task of the scheme was to identify districts on the basis of low Child Sex ratio as per the Census of 2011 covering all the states and the UTs at the start having at least one district in each state.  The three criteria for selection of districts namely are:

Districts that have CSR below national average which includes 87 districts in 23 states. Districts above national above but shown a declining trend. This includes 8 districts in 8 states. Districts above national average and shown a decreasing trend have also been included in order to learn from their trend and so that there CSR levels are maintained. This includes 5 districts from 5 states.

Objectives and Strategies:

Its objective is to prevent gender biased sex selective elimination. Also, to ensure survival and protection of the girl child and to ensure that the girl child gets properly educated. 

The plan is to implement a sustained Social Mobilization and Communication Campaign to create equal value for girl child and promote her education. Placing the issue of CSR or SRB in public’s mind which will ultimately lead to improvement and would be an indicator of good governance.
