SSB General awareness series: All you need to know about INDC - Part2

In the last part of this series we saw the dynamics playing between the developed countries and the developing countries. Where is India will be seen in this part. Continuing on the contributions of various countries - European union has submitted its climate action plan which can be quantified. They have planned to cut greenhouse gases by 40% by the year 2030, using the year 1990 as the baseline year with which emission reductions are compared.

India was expected to submit the INDC by June 2015 which it has not submitted up till now.
On one side it is very good idea but many countries are facing challenges to create it as they feel that the time frame provided was very less. Also, there is lot political pressure over them as the plans may hurt investor sentiments and there is a lack of certainty and guidance on what should be included in INDCs.

Since the future of the environment will be decided by the major economies, the less developed countries (LCD) plan to put pressure on the developed countries to increase the percentage of greenhouse emission they will reduce. Hence the less developed countries will be a key to develop a political pressure over the developed countries at the Paris Conference of the Parties (COP).

Challenge for India:
The major challenge for the India will be to develop a model which gives rise to sustainable growth as well as nurtures the environment as well. As far as 2nd Quarter report for India’s growth rate is concerned, it has come out as 7% which is lower than the growth rate last year of 7.5%. Hence, Indian government is already under pressure to grow the economy at a fast pace and create an investor friendly environment and making tougher environmental rules would not help them. The power and coal ministry have already informed the environment ministry that coal based thermal power plants were necessary for India’s growth till the next 15 years for India’s growth. This will be a reason for India not to indicate when it will attain its peak emission in its INDC even though it has got the studies done. Also there is increasing demand not to match the goal set by other countries like China, which will impact our economic growth.

Conclusion:
In order to curb the growing Global warming, growing heat waves, increasing precipitation and rise in sea level which is impacting our world at very fast rate there is a growing need to counter these effects. Also, there must be a contribution from each country as only a single nation's contribution cannot help us save this world. On one hand we need contribution from countries to change their development model to suit the environment but on the other hand the countries also want to focus on their development simultaneously. 

We see developed countries like USA, who have been the biggest polluters in the past making huge promises to the world shutting down there Coal based power plants and countries like China developing there INDCs immediately , who 
are currently the largest polluting unit in the world. This in turn in developing a pressure over countries like India who are only in there development phase and have development as their foremost priority. Hence, contributing equally towards the climate when others have developed their countries not thinking about the climate would be unfair and unjust to them. Hence, I would conclude by saying that saving the planet is every country’s responsibility and it is U.N's responsibility to be fair towards in their policy making which not only favors the developed but also takes into account the conditions of the developing countries.
