In part 1 of this series we saw the basic level of ground work both parties are doing to win the heart of their voters and how they want to win this battle this time. BJP's Homework:

Experts say the BJP has already been silently working on its plan for Bihar. It was under this strategy that the party went for building networks and claimed having enrolled 80 lakh people as new members. In between, the BJP chief continued visiting the state at regular intervals to energize the party cadres and given certain tips about how to counter Nitish.
           
BJP has been trying to hardsell Modi as a leader of the OBCs. Amit Shah's claim of Modi being the first OBC prime minister, conveniently forgetting Deve Gowda, was aimed at targeting the non-Yadav OBCs of Bihar. The BJP's Bihar unit recently held an exclusive meeting of the Teli caste, a backward caste group of oil pressers, claiming that Modi is a Teli.

Adding to it, 15-minute video clips highlighting Nitish’s betrayal of NDA mandate of 2010, insult of a Dalit CM Jitan Ram Manjhi and the steep slide Bihar is in after Nitish joining hands with Lalu. These video clips are being played on 55-inch LCD TV screen fitted with each of 160 GPS-fitted BJP’s “Parivartan Raths” (chariots of change) flagged off by Amit Shah last week.

Further, the BJP is keeping its strategy a closely-guarded secret this time, apparently to prevent the JD-U from copying its ideas as the entry of outsiders to its war-room has been banned completely. The BJP’s war-room is functioning in a non-descript building comprising six rooms and a group of dedicated IITians working overtime to create a new saffron buzz. Also, the BJP has refused to divulge who remains in charge of its war-room.

Nitish's Preparation:
Although the BJP poll campaign starts a bit late, the idea is to overtake the campaigns launched much in advance by Nitish, who is the chief ministerial face of the grand secular alliance.
JD-U has hired Prashant Kishore, erstwhile key strategist of Modi who launched Modi-for-PM campaign in the last LS polls.
In the past, over a month since he was projected as the CM face, Nitish has launched “Badh Chala Bihar”, “Parcha par Charcha” and “Har Ghar Dastak” campaign of his party to seek another term in office. JD-U’s key slogan right now is “Phir Ek Bar Nitish Kumar”. Curiously, all these ideas seem to have directly copied from the BJP’s idea-book after minor amendments and instantly remind one of the BJP’s “Chai Par Charcha”, “Har Har Modi, Ghar Ghar Modi” and “Abki Bar Modi Sarkar” slogans which left a deep imprint on people.
Moreover, Opposition is asking the BJP and the Central government whether this special package would also end up like the special promise made by Modi during the Lok Sabha polls — Rs 15 lakh for every voter when the black money stashed abroad returns home. 
Hence, both BJP and Nitish are trying their best to win Bihar through their shrewd tactics and development promises. BJP is busy flashing Modi's caste certificate and offering a special package because, if it loses Bihar, the results would be read as Modi's personal defeat. It would dent the PM's larger than-life persona and make him vulnerable to attacks from within and outside. Whereas Nitish has gone for making alliance with every possible party namely the Congress, AAP and the RJD so the votes are not distributed as happened in Maharashtra , Haryana and Jammu & Kashmir.
